Be a part of a new corporate contract forRoyce Geo! Contract is expected to be awarded June 2024. We are looking for a results-driven Collector with theexperienceto employ safe searching principles in order to identify and collectgeospatialopen sourcedatain Springfield, VA. You will use your knowledge to quantify the veracity of open sources and provide context and insight about cultural topics and entities that you collect against. You will be directly imbedded with the customer and use your strong people skills every day!

Responsibilities:

  • Collect, research, evaluate, and compile publicly available information (PAI) in accordance with establishedNGApolicies and procedures, including current storage policies, OPSEC protocols, and Intelligence Oversight (IO) Governance.
  • Test and develop automated tools and service.
  • Produce and disseminateNGAOpen Source reports and alerts in accordance with established SOPs.
  • Populate activities in assigned performance management system (Currently JIRA).
  • Support timely responses to intelligence priorities, requests for information (RFIs) and other customer and mission needs. Tasks include:
    • Regional/Target monitoring
    • Language support
    • Geolocating
    • Datadiscovery and transfer
    • Address coding
  • Contribute to the preparation ofdatarelease,analytical, observational, and technical reports and publications.
  • Assess open source media veracity utilizingNGAprovided tools.
  • Maintain proper file management in accordance with division standards.
  • Request and maintain access tosecuritydomain systems (SBU/NIPR, SecNet, NGANet).
  • Request, maintain access to, and utilize IC Open Sourcedatabases/portals (Tier 0)
  • Suggest and implement process improvements.
  • Contribute to Open Source Tradecraft knowledge management.
  • Support presentations of activities, discoveries, conclusions, and/or tradecraft to leadership, partners, and customers.
  • Maintain active presence in Open Source chat-rooms and collaboration spaces to engage with team members, customers, and partners.
  • Test the accuracy and functionality of open source media veracity tools.
  • Develop and implement persona maintenance plans in accordance with the service constraints paragraph on sensitive operations.
  • Support Senior management with outreach and marketing efforts.
  • Responsible for working with appropriate leadership and lead to provide input on the overall management strategy and approach to Open Sou ce collection practices.
  • Comply with Intel Oversight requirements including the handling of US Person Information/Personal Identifiable Information.
  • Provide proactive identification of customer requirements.

Required Qualifications:

  • 3-5 years of workexperienceconducting Open Source Collection/Analysis or Geolocating images (Handheld photography, videos, etc.).
  • Course work or 2 years of workexperiencewith web browsing tools and advance searching techniques.
  • 3 years ofexperiencebuilding/using Power Point slides, Excel spreadsheets, Email, and One Note Notebooks.
  • 1-3 year of demonstrated workexperiencedirectly engaging with partners/customers.
  • Experienceconducting safe searches (OPSEC).
  • This work will require the staff to be proficient in any one of the following target languages at the minimum level of ILR 2/2 as delineated on the Defense Language Proficiency Test (DLPT); Farsi, Russian, Chinese, Spanish, Korean, Arabic, or French. An alternative test result that can be submitted in lieu of a DLPT is a score from the ALTA Language Test.
  • Advance course work in coding, or 1 year of workexperiencebuilding web scrappers/crawlers/media veracity tools.
  • TS/SCIClearance

Desired Qualifications:

  • Knowledge ofgeospatialtechnologies (ArcGIS, GoogleEarth, ISpy).
  • Knowledge of DoD/ICdatabases and services.
  • Knowledge of Common Open Sourcedatabases and Services.
  • Familiarity with Social Media.
  • Familiarity with JIRA.
  • Knowledge of DoD and IC missions.
